용의자의 관리자는 현장에 없었으나 화재를 가장 먼저 신고했다. 경찰은 에폭시와 같은 인화성 물질 작업 시 가열 장비 사용이 엄격히 금지된 점을 들어 용의자의 명백한 과실을 확인했다.
경찰은 관리자에 대한 안전규정 위반 책임 여부도 검토 중이다.
