当局によると、容疑者は単独で作業を行っており、火気を取り扱う作業は2人1組で行うという安全規定に違反していた。現場にいなかった管理責任者が、火災を最初に入力通報したという。
警察は、エポキシ樹脂のような可燃性物質を取り扱う作業中に使用が制限されている加熱器具を使用したとして、この中国籍の作業員に明確な過失があると判断した。また、安全管理上の違反があったとして、管理者の責任についても調査を進めている。
