한국 정부가 영화의 극장 개봉 후 스트리밍 플랫폼 공개까지 의무 대기 기간을 두는 홀드백 제도 논의를 위한 공공-민간 협의체를 금요일 출범했다. 문화체육관광부와 한국영상위원회는 8월까지 합의 도달을 목표로 하고 있다.
문화체육관광부와 한국영상위원회(KOFIC)는 서울 한국영상위원회 사무실에서 협의체 첫 회의를 열었다. 채휘영 문화체육관광부 장관을 비롯해 영화 스튜디오, 배급사, 영화관 체인, IPTV 플랫폼 관계자 등 22명이 참석했다.
협의체는 극장과 스트리밍 플랫폼 간 수익 구조 안정화와 협력 방안도 논의할 예정이다. 국회에 계류 중인 법안은 6개월 홀드백 기간을 규정하고 있다.
채 장관은 "영화 산업 관계자들이 정부와 함께 노력하며 산업이 다시 활기를 띠기 시작했다"며 "부작용을 최소화하고 산업 수익을 극대화하는 홀드백 합의에 도달하기 위해 노력하겠다"고 말했다. 협의체는 8월까지 자율 합의를 체결할 계획이다.
