After the Constitutional Court struck down the December 2025 emergency economic decree, the Colombian government will present a tax reform to raise $16 trillion. Finance Minister Germán Ávila and President Gustavo Petro confirmed the plan in response to the fiscal imbalance. The measure aims to avoid cuts to social spending and address inherited deficits.

Colombia's Finance Minister Germán Ávila defended the Economic and Social Emergency, stating that without it the state couldn't meet fundamental obligations. He assured that the measures won't affect the family basket or vulnerable sectors. Funds will go toward health, security, and key subsidies.

Nueva EPS announced timely payments to the public hospital network as part of its stabilization plan, starting with December 2025 funds received in January 2026. The entity faces embargoes worth $2.1 billion and is among 10 intervened EPS serving 25 million affiliates. Experts warn of structural issues in Colombia's health system.

The Administrative Court of Antioquia issued a precautionary measure against Decree 182 of 2026, which planned to transfer more than six million affiliates to Nueva EPS. The judge found that the regulation would create a high concentration of users and endanger their freedom of choice. The government was ordered to refrain from implementing it until the underlying controversy is resolved.

Colombia's Constitutional Court provisionally suspended Decree 1390 of December 22, 2025, which declared an Economic and Social Emergency. President Gustavo Petro criticized the decision as a rupture of the constitutional order and stated that the cost of the debt will not fall on the working class. The government plans to present new tax laws to address the deficit.

Colombia's Banco de la República raised its intervention rate by 100 basis points to 10.25%—the highest in over a year—in its first 2026 board meeting, citing persistent inflation above 5% for nearly six months and unanchored expectations from a 23.8% minimum wage hike decreed by President Petro's government. The decision, with a split 4-2-1 vote, drew market surprise and government criticism over economic contraction risks.
