Kenianisches Hohes Gericht stoppt Plan für US-Ebolazentrum

Das Hohe Gericht Kenias hat einen Regierungsplan zur Einrichtung eines Ebolazentrums im Rahmen eines US-Abkommens vorübergehend gestoppt. Die Anordnung erfolgte nur Stunden, nachdem Washington Finanzhilfen in Millionenhöhe angekündigt hatte.

Das Hohe Gericht in Nairobi erließ eine einstweilige Verfügung, die es der Regierung untersagt, im Bezirk Laikipia ein Ebolazentrum einzurichten oder zu betreiben. Die Anordnung verbietet zudem die Aufnahme von Ebola-Patienten im Rahmen des umstrittenen Abkommens zwischen Kenia und den USA.

Das Katiba Institute hatte die Regierung verklagt und argumentiert, dass das Abkommen ohne öffentliche Beteiligung oder parlamentarische Kontrolle zustande gekommen sei. Es wurde darauf hingewiesen, dass Kenia über keine Labore der biologischen Sicherheitsstufe vier verfügt, die für das Virus erforderlich wären, und lediglich drei Einrichtungen der Stufe BSL-3 besitzt.

Die USA hatten Pläne angekündigt, Kenia 1,7 Milliarden Shilling und der Region 14,4 Milliarden Shilling zur Bekämpfung von Ebola zur Verfügung zu stellen. Die Gespräche dazu wurden von Präsident William Ruto und Minister Marco Rubio geführt.

Die Regierung muss Stellung beziehen, bevor der Fall am 2. Juni fortgesetzt wird. Das Gericht stufte die Angelegenheit als dringlich ein.
