이번 회의는 지난 4월 29일, 전체 1,984세대 중 12%가 넘는 247명의 입주민들이 치명적인 화재 사고 이후의 문제들을 논의하기 위해 회의 소집을 청원함에 따라 명령이 내려졌다. 건물관리조례(Building Management Ordinance)에 따르면, 유효한 청원이 접수된 후 45일 이내에 회의가 개최되어야 한다.

회사는 전례 없는 상황 속에서도 회의를 준비해 왔으며 관련 업무를 계속 추진하겠다는 의지를 보였다. 공지에는 새로운 회의 날짜는 명시되지 않았다.
