후커 차관은 5월 19일 워싱턴에서 한국 외교부 제1차관 박윤주와 회담을 가진 뒤 이 같은 계획을 밝혔다. 양측은 10월 정상회담에서 합의된 안보·무역·투자 분야 이행을 위한 '킥오프' 회의를 개최하기로 했다.
박 차관은 핵추진 잠수함 건조와 민간용 우라늄 농축·사용후핵연료 재처리 권한 확보를 위한 미국 협력 등을 논의하기 위해 월요일 워싱턴에 도착했다. 미국 측은 한국에 대한 확장억제 공약을 재확인했으며, 양국은 호르무즈 해협과 글로벌 수로에서의 항행의 자유 중요성을 강조했다.
후커 차관은 미국 기업에 대한 공정한 대우와 시장 접근 장벽의 조속한 해결을 촉구했다. 박 차관은 이날 일본 총리와의 정상회담 결과를 설명하며 한미일 3각 협력 강화 의지를 밝혔다.
