그는 평화 체제 논의가 비핵화 해결 이후에만 가능하다는 기존 관념에서 벗어나야 한다고 강조했다. 대신 핵 프로그램 동결과 축소, 비핵화로 이어지는 3단계 접근을 제안했다.
정 장관은 이 과정이 미국과 북한 간 대화 재개로 시작돼야 한다고 말했다. 2018년 싱가포르 정상회담 합의를 언급하며 상호 적대 관계 종식과 새로운 관계 수립을 위한 즉각적인 회담 재개를 촉구했다.
