Lars Klingbeil (SPD) plant im Kernhaushalt Ausgaben von 555 Milliarden Euro und eine Neuverschuldung von 118,7 Milliarden Euro. Die Gesamtneuverschuldung einschließlich Sondervermögen liegt bei 203,7 Milliarden Euro. Das sind knapp acht Milliarden Euro mehr als in den Eckwerten Ende April vorgesehen.

Der Entwurf sieht vor, Rücklagen von 6,8 Milliarden Euro zu nutzen. Ausgaben für Verteidigung sollen auf 110 Milliarden Euro steigen. Gleichzeitig werden Kürzungen beim Elterngeld um 500 Millionen Euro und beim Wohngeld um 600 Millionen Euro geplant.

Die Bundesregierung rechnet 2027 mit einem Wirtschaftswachstum von 0,9 Prozent. Kritik am Entwurf äußerte Grünen-Haushaltsexperte Sebastian Schäfer. Er warf Klingbeil vor, die Kontrolle über den Haushalt zu verlieren.
